After you have added media files as described during the tutorial Installing an External USB Hard Drive; Kodi downloads information from the internet called metadata and builds a database using this information. This allows the media to be found using various methods for example in the case of a movie we could search for movies by year, actor, director, genre etc.
Updating the Library
When you download or add more media to the hard drive you need to notify Kodi to download the metadata about the new content.
